What is a 'lower arm' in a car's front suspension? is it cause any imbalance in the tyre allianment/

i came to know that my car's lower arm makes sound in the bad road conditions, do i need to replace it before fitting new tyres? service personals told that it may cause uneven tyre loss, is that true?
